Candidate briefing provides overview of City of Paso Robles operations

Briefing attended by city council candidates and the public

-Wednesday night’s City Council Candidate’s Briefing, hosted by the City of Paso Robles, was an opportunity to learn how the city works. City Manager Tom Frutchey said the briefing is held every two years to provide new candidates with an overview of city government operations. “We invite the community to attend, too,” said Frutchey.

All three candidates for city council attended the briefing along with approximately 20 community members. Two of the candidates are the incumbents Councilman Fred Strong and Councilman Steve Gregory, who are being challenged by one-time Pismo Beach mayoral candidate Kevin Kreowski.

Each department executive provided an overview of their department, including how the departments are organized, the number of employees, major accomplishments, goals for the future, relationships with other city departments and community relations.

During the introduction Frutchey said that Paso Robles is a “council-manager” form of government where the elected city council is responsible for legislative functions. The council hires the city manager to oversee the administration of city operations, implement policy and advise the council.

The roles of each department and the executive directors are:

  • City Manager’s Office: Tom Frutchey, City Manager. The city manager’s office directs the city departments in their efforts to deliver city services.
  • Police Department: Robert Burton, Chief of Police. The police department provides essential services needed to serve and protect the community and special enforcement and crime prevention services that concentrate  on specific crimes or problems and facilitate crime prevention.
  • Administrative Services: Jim Throop, Director. Administrative Services handles city functions such as utility billing, financial reporting, paroll, accounts receivable/payable and business licenses.
  • Emergency Services Department: Ken Johnson, Emergency Services Chief. The Department of Emergency Services provides fire suppression, emergency medical services, hazardous materials response, rescue services, code enforcement and public education.
  • Community Development, Warren Frace: Community Development Director. The Community Development Department consists of the Planning, Engineering and Building Divisions and is involved in all aspects of development, the general plan, housing development, zoning ordinances, Building Code and engineering standards, storm water management, oak tree protection and environmental regulations.
  • Library and Recreation Services: Julie Dahlen, Director. Library and Recreation services manages the city library and provides and manages recreational services at various locations in the city, including all of the public parks.
  • Public Works: Dick McKInley, Director. Public Works keeps city facilities working, upgraded, repaired and replaced. Public Works sees that the streets, airport, parks, vehicles, water and sewer systems are maintained and operating to serve the community.

 

City of Paso Robles Finance Manager Deanne Purcell announced that the city budget is available online. The candidate briefing presentation and the two-year city budget for FY 16-7 and FY 17-18 are available on the city website.
