City Council approves repairs of Airport Road 

– At the Paso Robles City Council meeting held Tuesday, the council voted unanimously to award a contract to repair Airport Road, from Propeller Drive to Tower Road.

The council adopted an expenditure plan in June for use of gas tax and transit funds which included $600,000 for the repair of Airport Road from Propeller Drive to Tower Road. The city advertised for bids for the project and ten bids were received ranging from $454,767.80 to $616,226.83. Staff reviewed the lowest bid, submitted by CalPortland Construction, and found it to be a, “responsive and responsible bid.”

The project requires the assistance of Pavement Engineering, Inc. to provide construction inspection services, compaction testing, and quality assurance related to treating the existing soil, at a quoted fee of $35,000. The council authorized the city manager to execute both contracts in the respective amounts.

In other actions, the council also deferred action on, and requested additional analysis concerning, a proposal to reduce development impact fees for small live/work residential units. According to Mayor Steve Martin, the item will be moved the joint Planning Commission and City Council meeting regarding housing constraints set for Oct. 17. The decision to move the item was unanimous.

The council also decided to send a letter to the state voicing their opposition to an amendment to Proposition 13 – a proposition enacted in 1978 that limited property tax rates in California – that would have sought to have under-assessed commercial and industrial properties brought up to their actual market value. This amendment has already been dropped at the state level, so drafting the letter was, “more philosophical,” than impactful, according to Martin. Mayor Pro-Tem Fred Strong voted against drafting the letter, saying that it was a moot point, now that the amendment cannot progress.
