City planning new regulations on vacation rentals

–The City of Paso Robles, at the direction of the Paso Robles City Council, is researching various options for a new short‐term rental ordinance for vacation rentals and similar properties inside the city limits.

The city is inviting the public to a workshop on Wednesday, Nov. 4 in the Paso Robles City Council Chambers from 6-8 p.m. to discuss the issues surrounding short term rentals and to help craft an ordinance that will seek to balance the needs of the rental owner, the community and the visitor.

“This is an issue that is affecting many cities throughout the country and is currently being addressed at the state level, as well,” said Community Development Director for the City of Paso Robles Warren Frace. “We would like local stakeholders to weigh in on the true impacts of short term rentals occurring in Paso Robles before we bring forward any proposed city ordinance for council consideration,” he said.

Existing municipal code requires any business operating inside city limits to hold a city business license and any business hosting overnight guests to pay a Transient Occupancy Tax, or TOT, on a monthly basis. The current TOT tax rate is 10-percent and is customarily paid by the guest. The city currently has no ordinance regulating vacation rentals inside city limits.
