SLO County jail inmate dies following arrest

A San Luis Obispo County Jail inmate died of unknown causes Sunday, according to a report from the San Luis Obispo County Sheriff’s Office. The inmate had complained of a blood sugar imbalance to staff after being arrested twice for being drunk in public, the report says.

David Osborn Sr., 63, of Morro Bay was arrested by Morro Bay Police on Saturday at 12:55 p.m. on a charge of being drunk in public and taken to the jail. He was released on his own recognizance later that day at 5:53 p.m. Morro Bay Police again arrested Osborn for being drunk in public and violating his probation. He was again arrested at 8:38 p.m. on the same charge and for violating probation, the report says.

Before he was booked, Morro Bay Police transported Osborn to Sierra Vista Regional Medical Center for medical clearance. He was cleared by the hospital and booked into County Jail early Sunday morning at 12:11 a.m.

Before Osborn was placed in the jail and while still in the Intake Release Center (IRC), Osborn was seen twice by medical staff for complaints of a blood sugar imbalance. He was seen once at 2:30 a.m. and then again at 7:15 a.m. Prior to being housed in the Jail, Osborn was escorted from the IRC to the medical office at the jail. He walked there on his own accord at 8:49 a.m.

Osborn was sitting on a bench outside the medical office when he collapsed in the presence of custody staff. Immediate medical assistance was provided by custody and Medical staff. An Automated External Defibrillator (AED), oxygen and cardiopulmonary resuscitation (CPR) were administered to Osborn. Cal Fire and San Luis Ambulance responded and transported him to Sierra Vista Regional Medical Center while CPR continued. At the hospital, Osborn was pronounced dead at 9:57 a.m.

The coroner is investigating Osborn’s death and an autopsy will be performed to determine the manner and cause of death. No further information is available at this time.
