Supervisors can’t reach consensus to extend emergency ordinance

An emergency water basin ordinance that prohibits new vineyard plantings is set to expire on Oct. 11 after San Luis Obispo County Supervisors failed yesterday to extend it beyond 45 days.
Supervisor Debbie Arnold held up a 2-year extension of the rule, when she declined to join the other three supervisors who support it. An emergency ordinance requires the support of four supervisors.
The emergency ordinance was originally approved on Aug. 27 based on reports of dry wells and falling water levels in the Paso Robles groundwater basin. Vineyards have been singled out for blame by rural homeowners.
Arnold denied her support for the measure because she said it failed to address the impact on jobs, economic vitality, and lacked details.
The board continued the hearing until a special meeting on Oct. 11 to see if an agreement could be reached.
