Highlights from the City Council meeting on Tuesday, Sept. 18, are as follows:
Office of Traffic Safety Grant– approved acceptance of the State of California Office of Traffic Safety Grant. The Police Department intends to use the OTS grant funds for Driving Under the Influence (DUI) checkpoint supplies, a traffic collision database system, and speed detection equipment. In addition, the grant agreement provides overtime funding for DUI, bicycle, pedestrian, seatbelt and distracted driving enforcement.
Downtown Mural Ordinance– approved the first reading of Ordinance A adding Chapter 21.51 to the Paso Robles Municipal Code (Zoning Ordinance) to allow Original Art Murals (new murals) and Vintage Art Murals (existing murals) on private buildings. The Council gave further direction to require property owners to abate graffiti within 60 days. The goal of the amendments is to simplify the process, while also setting requirements for community review.
Staffing for Adequate Fire and Emergency Response (SAFER) Grant– approved acceptance of the SAFER grant to defray the cost of adding 6 firefighters, which are necessary to effectively and efficiently meet the City’s emergency response time goals. Additional staffing will also allow the City to meet the goal of staffing a future third fire station. A third fire station is necessary to support future growth and to ensure that all areas of the City are within a 4-minute response time window.
6-Year Street Repair Plan for Proposed 1⁄2 Percent Supplemental Sales Tax– approved the draft 6-Year Street and Sidewalk Repair Plan, which was recommended for approval by the Supplemental Tax Oversight Committee. There are detailed maps included as attachments to the staff report (link below) to illustrate the projects that will be completed, should voters approve Measure K, a new 6- year 1⁄2 percent supplemental sales tax measure, in November.
Lobbyist Quarterly Status Report– received and filed a report from City lobbyist Gus Khouri for activities advocating for City transportation grants and efforts to inform Caltrans as to the need for transportation improvements at the intersection of Highway 46 and Union Rd.
Extension of Janitorial Contracts– approved contracts with Service Star and Brendler Janitorial Service for city facilities. Service Star is responsible for park restroom cleaning at Barney Schwartz Park, Centennial Park, City Park, Larry Moore Park, Pioneer Park, Robbins Field, Sherwood Forest, Sherwood Park and Uptown Family Park. Brendler Janitorial Service is responsible for cleaning services at Centennial Park, City Hall, City Hall Annex, Library Study Center, Senior Center and Veterans Center. The contracts include fee increases aligned to the consumer price index and terms for an initial two-year period, with an optional extension of an additional two years exercisable by mutual consent of the parties.
Heaton Building Café Seating– approved encroachment agreement with American Commercial Equities Three, LLC, for the installation of four small fences and concrete patios to create sidewalk café seating at 803A, 803C, 809, and 811 13th Street. The café seating will create an area that will comply with Alcoholic Beverage Control requirements for dining on the sidewalk. The City Engineer visited the site to evaluate sidewalk cross slopes and obstructions. The City Engineer determined that the installation of the low fencing will not pose a hazard to the public or obstruct the legal use of the sidewalk. This approval is contingent upon the property owner confirming that he needs the property for an impending tenancy.
