Paso Robles City Council meeting highlights from Nov. 19
–Highlights from the Paso Robles City Council meeting on Tuesday, Nov. 19, 2019, as submitted by the City of Paso Robles, are as follows.
The city council took the following actions:
Proclaimed Nov. 30, 2019 as Small Business Saturday. Council urged residents of our community, and communities across the country, to support small businesses and merchants on Small Business Saturday and throughout the year.
Proclaimed Dec. 14, 2019 as the Toy Bank Community Day of Giving. The mayor encouraged residents to help bring the joy of Christmas to local families in need by making donations to the Toy Bank of Greater Paso Robles throughout November and December.
Received a Capital Projects update. The pipelines on Spring Street from 24th to 36th Street are complete. Fiber conduits will be completed next. Tank floor rebars have been installed in the Main West Water Tank on 21st Street, and concrete will be poured next. Union Road resurfacing near Barney Schwarz Park is starting now; this project is funded with Supplemental Sales Tax revenues.
Approved an agreement for Huer-Huero Creek bridge. The agreement with the Wallace Group will be to prepare Project Approvals and Environmental Documents (PAED) for the Huer-Huero Creek Bridge, roundabout and class 1 bike trail, in an amount not to exceed $777,229.
Approved an agreement for wayfinding signs. The council approved an agreement in an amount not to exceed $158,572 for a wayfinding signs project to be focused on the Downtown core.
Approved an agreement with the Paso Robles Wine Country Alliance. The City Council awarded a six-month agreement with the Paso Robles Wine Country Alliance to complete outreach, education, and marketing related to the wine industry in support of economic vitality in Paso Robles. The six-month agreement is for $30,000 and future funding will be considered by an ad hoc committee of the council as part of broader budget decisions early next year.
Approved an Ordinance to Update the Building and Fire Code. The State of California updates the California Building Standards Code on a 3-year cycle. Under State law, the 2019 California Building Code will become effective statewide on Jan. 1, 2020 and will apply to building permit applications submitted from that date forward. Permits submitted prior to the January 1, 2020 effective date will continue to be covered under the 2016 Code. For clarity and continuity of enforceability, the city updates local amendments to the building code concurrent with the adoption of the new state code. The California Building Code has become stricter over time and has in many ways caught up with the city’s building ordinance. The ordinance deletes prior local amendments that would be redundant with the 2019 California Building Code.
Received and Filed the First Quarter Financial Report. The report outlines budget carryovers from FY 2018-19 to FY 2019-20, completes budget adjustments to incorporate council-approved items in the FY 2019-20 budget, and presents income statements as well as a report on progress toward city department metrics fiscal-year-to-date.
Approved an MOU for Conference Center Planning. Council approved a Memorandum of Understanding (MOU) with Travel Paso and the 6th District Agricultural Association Regarding the Partnership for a Conference Center at the Events Center. By entering into this MOU, the three partners are committing to work together to accomplish the specified goals and objectives regarding the development of a Conference Center on the Events Center Property.
Received an Update on Key Projects Including the Library/City Hall Master Plan, Centennial Park Pickleball Court Lighting, and The Boys School. Council heard input from library advocates regarding the need to advance the adopted library master plan provided direction to staff to bring back financing options to implement the Library/City Hall master plan project as part of the next two-year budget cycle. Pickleball lighting options initially identified by staff are cost-prohibitive; council directed staff to work with a representative of the pickleball community to suggest alternative solutions that may involve participation by the pickleball community in partially funding improvements. The city is working with the state regarding the Boys School site, which the state has designated as a potential affordable housing development site; council did not provide direction regarding that update.
