PG&E upgrades snarl traffic on River and Union roads

Electricity demand from city’s industrial park requires circuit upgrades

Pacific Gas and Electric is closing major roads in town to upgrade electrical circuits. “As they explain it to me, demands for power in the industrial parks north of Highway 46 and out towards the airport have caused them to upgrade their circuit,” according to a city source. “They need to build underground conduit and intermediate box structures and then pull wire. They are supposed to be out of River Road by the end of May. They will have east bound Union Road closed between Riverglen Drive and Kleck Road through June.”

Union Road traffic

East Bound Union Road is closed for P. G. & E. circuit upgrades. Be advised east bound Union Road will be closed from Riverglen Drive to
Kleck Road beginning April 22 from 7 a.m. to 3:30 p.m., and continuing through May and June. Through traffic will be detoured at Riverglen Drive to Skyview Drive to Montebello Oaks Drive. West bound Union Road traffic will not be affected.

River Road traffic

Pacific Gas & Electric Construction work on South River Road is effecting traffic on South River Road between Niblick Road and Creston Road. Traffic will be restricted to one lane. Construction crews will flag traffic throughout the day. Expect significant delays. Use alternate routes. Work began in March, 2013, and will continue through May.

Other road projects 

“Our most significant project is the improvement of the freeway ramps at 24th Street (add a second lane) and at 17th Street where we get a new southbound ramp and a traffic signal at 17th and Riverside Avenue,” the city source says.” The 13th Street bridge gets modified to add bike lanes and better turn radii. This project goes through 2014.”

“The 21st Street makeover is the result of a grant award. We start by replacing old sewer and water lines. Then we reconstruct all of the paving from Vine to Riverside Avenue. We get lots of ADA improvements, new curbs and sidewalks. The grant is associated with the historical river that runs in line with 21st Street. We’ll have a unique approach to dealing with this issue.” Plans are available at city hall.
