    1. Proclamations
      • Big Brothers Big Sisters Proclamation: Recognized the organization’s 30 years of service and contributions to the community, coinciding with National Mentoring Month. View the proclamation

      • John Prickett Retirement: Celebrated Fire Captain/Paramedic Prickett’s 35 years of dedicated service to Paso Robles. View the proclamation

    Public Hearings

    1. Special Tax Revision – Olsen/South Chandler Ranch Community Facilities District
      • A public hearing was held to revise the tax apportionment method for Improvement Area No. 2.
      • Actions included conducting a special election, approving the results, and introducing an ordinance to authorize tax levy adjustments.

    2. Proposition 218 Process – Solid Waste Collection Rates
      • Concluded the Prop. 218 process for updating solid waste rates under the Paso Robles Waste and Recycle franchise agreement.
      • The council approved the updated rates and authorized relevant documentation.
      • The new rates will go into effect on February 1, 2025 and are applicable to all residential and commercial customers within the City of Paso Robles.

    Discussion Items

    1. 2025 Fourth of July Fireworks Celebration
      • Staff provided an update on the costs associated with the annual 4th of July celebration at Barney Shwartz Park. Costs are rising, while sponsorship dollars are declining. Because demand is high and supply is limited, fireworks must be reserved as soon as possible.
      • The council directed staff to move forward with obtaining fireworks for the 2025 show and also asked staff to identify cost saving measures and bring options back for further discussion. View presentation and discussion.
    2. Animal Control Ordinance Updates
      • Introduced updates to the municipal code addressing animal control regulations as part of a countywide effort to create consistent regulations among the various jurisdictions. View presentation and discussion.
    3. Sale of 417 Cool Valley Drive Property
      • Announced intent to sell city-owned property at 417 Cool Valley Drive, exempt from the Surplus Land Act.
      • Set a hearing date March 4, 2025 to declare the parcel as exempt from the Surplus Land Act in order to start the process of selling the parcel to an interested party and to hear any public protest. View presentation and discussion.
    4. Support for SLOCOG Transportation-Specific Tax Measure Legislation
      • Authorized the mayor to sign a letter in support of legislative efforts allowing a San Luis Obispo Council of Governments voter-approved transportation measure exempt from the two percent local sales tax limit. View presentation and discussion.
    5. City Council Meeting Video Production Upgrades
      • Approved adding video production equipment to the City Council chamber to allow for video coverage of council meetings and workshops; allocated $225,000 in Public, Educational, and Government (PEG) funds. View presentation and discussion.
