    City appoints new Public Works director

    – The City of Paso Robles has appointed Leslie Frazier as Public Works director, effective July 5, following a nationwide recruitment process.

    Frazier is a licensed professional engineer with more than 25 years of experience in engineering, infrastructure delivery, development, and project management in the public and private sectors.

    Before entering public service, Frazier spent 20 years in private development, leading the design and delivery of master-planned communities, commercial developments, and public infrastructure projects.

    She later joined the City of Santa Clarita, where she managed capital improvement projects, including the city’s Circulation Improvement Program and a multi-purpose community park project that integrated recreation, transportation, and regional water quality improvements.

    Frazier joined The City of Paso Robles in 2024 as City Engineer and deputy director of Community Development. In that role, she has overseen the Engineering Division and coordinated permitting and infrastructure efforts for development projects throughout the city.

    “Leslie has demonstrated strong leadership, technical expertise, and a collaborative approach during her time with the City,” said City Manager Chris Huot. “Her experience and vision make her exceptionally well-suited to lead the Public Works Department as the City advances several important infrastructure and organizational initiatives.”

    Frazier will oversee the delivery of infrastructure projects, organizational improvements, and coordination with regional stakeholders in her new role.

    The City also thanked Assistant City Manager David Malewitz for serving as interim Public Works director during the recruitment process.

    The City said an interim City Engineer appointment, along with recruitment plans for the permanent position, will be announced in the coming weeks.
