Police conducting sting operations to catch those helping minors buy alcohol

The goal is to reduce youth access to alcohol and send a clear message that it is illegal for adults to purchase or provide alcohol to persons under the age of 21, the department says in a press release.
The minor decoy program uses individuals, who are under the age of 20, to attempt to purchase alcoholic beverages at ABC licensed premises. If an individual sells to the minor decoy, the seller is issued a criminal citation. In addition, the ABC may file administrative disciplinary action against the licensee.
The decoy shoulder tap program uses individuals who are under the age of 21, to identify people who furnish alcoholic beverages to minors outside ABC licensed establishments. This project is part of the Department of Alcoholic Beverage Control’s Decoy Shoulder Tap/Minor Decoy Mini-Grant Project, funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
These programs have proven to be an effective tool, which law enforcement agencies have used to reduce the availability of alcoholic beverages to minors, police say. These programs support the police department’s mission to work with the community to build trust and provide quality service that actively prevents crime, reduces the fear of crime, and promotes safety.
I'm confused. Why on earth would you make this information public? Isn't the goal here to catch people?
I think Angela so people seeing police sitting outside of liqour stores we are not worried, but criminals will not see the police and if they do they will waive their hand and say, move on these are not the droids your looking for. Welcome to Paso Robles.
Actually, there are two goals. One is to catch people helping minors buy alcohol, but the bigger reason is to publicize the heck out of it so that those types will think twice in future that the kid asking them to buy for them is a sting. Stopping future lawless and dangerous actions from happening in the first place is wiser and more cost effective than handling the consequences later.
I think this is something that should come out after they catch businesses that are in fsct selling to minors. I know that if you ask any teenager they normally get alcohol from people like older siblings or in their own parents cupboards! Just saying!
