Highlights from May 15 City Council meeting 

Highlights from the City Council meeting on Tuesday, May 15, 2018 are as follows:

General Plan Noise Element Update and Noise Ordinance–approved a consulting agreement, for $56,810, with Bollard Acoustical Consultants to prepare a General Plan Noise Element Update and Noise Ordinance. This will allow the City to address the recent increase in noise complaints by creating clear standards of appropriate noise levels and establishing enforcement regulations for violations.

Modifications to Defined Health Benefits for Elected Officials and Auto Allowance–approved a modification to the defined health benefit for the Mayor, City Councilmembers, City Treasurer and City Clerk to the cost of the CalPERS Choice PPO Plan, with coverage for the elected official and one qualified dependent. The auto allowance of $175/month replaces the requirement of detailed itemization of expenses for all local travel. It is consistent with the practices of other cities and will create a more efficient means to administratively process those expenses.

Landscape and Lighting District No. 1 and Drainage Maintenance District 2008-1–approved the initiation of proceedings for the annual landscape and lighting districts and set the public hearing for the City Council to consider approval of the final Engineer’s Report and to authorize the levy and collection of assessments for Tuesday, June 5, 2018. The annual Engineer’s Report describes all new improvements or substantial changes in existing improvements.

Limited, Temporary Licensing of Massage Therapists–approved the second reading of an ordinance amending sections of the Municipal Code pertaining to massage services to provide limited, temporary licensing of massage therapists and make related conforming changes. This will allow massage therapists who are currently pursuing their California Massage Therapy Council certification to conduct business while completing their certification.

Traffic Congestion Grant Application Budget Amendment–approved appropriation of $38,000 from the Traffic Impact Fee Fund for the LLP and SB1 Grant Applications. $15,000 will be reimbursed to the City by SLOCOG.

Mutual Aid Reimbursement–approved resolution affirming the classifications of Fire Chief, Fire Battalion Chief, Fire Captain/Paramedic, Fire Captain/EMT, Firefighter/Paramedic, and Firefighter/EMT receive Portal-to-Portal pay under the California Fire Assistance Agreement.

Hyatt Place Hotel–deferred to Tuesday, June 5, 2018 City Council Meeting.

Direction on Beechwood Specific Plan Environmental Impact Report (EIR) Regarding Applicant’s Preferred Alternative–approved recommendation to study the applicant’s preferred alternative of up to 911 units, which would be the maximum allowed development. The EIR will also consider alternative projects with fewer units, including the 674 units called for in the General Plan Lane Use Element. The EIR will assess all of the possible environmental impacts of the various alternatives, and provide the City Council, when added to the applicant’s and public’s input, with the information the Council needs to decide on the nature and scope of the project to be approved. No decisions will be made on the proposal until completion of the EIR.

Fiscal Year 2018-19 and 2019-20 Enterprise Funds Budget Update–received and filed report on the enterprise funds in preparation of the FY 2018-19 and 2019-20 Budget. On June 5, 2018, staff anticipates presenting recommended capital improvement projects for the next five years as well as recommended service level options for Council consideration.

Amendment to Employee Retirement Contract with California Public Employees’ Retirement System (CalPERS)–approved an amendment to the Contract for all members in the following classes: “Police Safety” POA sworn and “Miscellaneous” POA non-sworn second-tier classic and third-tier new, and “Fire Safety” IAFF members. The CalPERS Contract amendment will transfer an additional 3% of retirement costs, currently incurred by the City, to employees in those classes.
