Newsom appoints Schiff to U.S. Senate ahead of swearing-in

California Gov. Gavin Newsom has announced the appointment of Senator-elect Adam Schiff to complete the remainder of the U.S. Senate term previously held by Sen. Laphonza Butler, following her resignation.

Butler, who announced her resignation effective Dec. 8, stated her decision was made to ensure Californians would have their duly elected representative seated as soon as possible. Schiff, who won election to a full Senate term beginning in January, is expected to be sworn in on Dec. 9.

“When Senator Laphonza Butler took her seat in the Senate a year ago, she brought with her a lifetime of lessons learned from organizing and advocating for opportunity and justice,” Newsom said. “In just a short time, she has left an indelible mark — proving that true leadership isn’t measured by the length of service, but by the depth of impact.”

Newsom also praised Butler’s commitment to public service and expressed confidence in Schiff’s ability to carry forward the legacy of the late Sen. Dianne Feinstein, whose term Butler was appointed to complete in October 2023. Feinstein passed away earlier that month.

Butler, who previously served as president of Emily’s List, a national organization dedicated to electing women to office, was the first openly LGBTQ person to represent California in the Senate. She was also the first Black lesbian to openly serve in Congress and the third Black woman to serve in the Senate, according to a press release from the governor’s office. Before her Senate appointment, Butler was a labor leader, senior adviser to Vice President Kamala Harris, and advocate for women and working people.

During her time in the Senate, Butler worked on policies aimed at strengthening worker protections, raising wages, expanding affordable housing, and creating economic opportunities for Californians.
