City approves $11 million contract to build Nacimiento water treatment plant

The Paso Robles City Council, at its regular meeting this week, awarded an $11 million contract for the construction of the city’s Nacimiento Water Treatment Plant. The job went to the low bidder, Cushman Contracting Corp. of Goleta.

The overall project includes a water treatment plant, treated water reservoir and pump station, and transmission pipeline. The location of the plant will be on the south-end of town along the east-side of the Salinas River. It will connect to existing pipelines at Charolais and South River Road.

The city has a 4,000 acre-feet per year entitlement from the Lake Nacimiento Pipeline Project. To use Nacimiento for direct potable use, the city must complete the water treatment plant. Construction is expected to begin this spring.

An average household uses between one-half to one acre-feet of water per year. That means the new water supply could support between 4,000 to 8,000 households.

That volume of water represents a drop in the bucket for Lake Nacimiento. At its present level of 21-percent of capacity, Lake Nacimiento has 80,520 acre-feet in storage, according to Monterey County reservoir data. The city’s allotment of 4,000 acre-feet represents less than 5-percent of the water at the lake.

This construction contract will be paid for from the city’s Water Fund cash reserves. The current fund balance is $17,832,000. This award will reduce the fund to $6,864,000.

In August 2013 the city pre-qualified 10 general contractors for bidding to ensure the construction firms competing for the work have the experience, good performance, financial capacity, and safety record necessary to deliver a project of this size and complexity. The city did not allow any general contractors from San Luis Obispo County participate.
