City council to discuss funding for homeless services, paid parking program

Regular meeting set for March 15

– At its upcoming meeting on Tuesday, March 15, the Paso Robles City Council will discuss the funding agreement for the homeless services provided by El Camino Homeless Organization, among other items.

The staff recommendation is for the council to vote to form an ad hoc committee comprised of two city council members and key community stakeholders and facilitated by City staff to review and amend the existing memorandum of understanding between ECHO and the city.

Proposed amendments should include options for ECHO to improve unhoused service offerings, provide comprehensive and consistent statistical reporting, and address any other areas of significance identified by the ad hoc committee. Once complete, the ad hoc committee would return to the council with a report of findings and recommendations to amend the existing MOU and whether to provide city funding up to $444,000. An anticipated budget shortfall for the Paso Robles shelter in conjunction with the economic downturn resulting from the COVID-19 pandemic resulted in the need to amend the existing agreement.

The city council will also discuss modifying the paid parking rates by removing the 2-hour free parking period, hanging the hourly rate to $2 per hour, and adding 30-minute short-term parking spaces at the end of each block face.

They will also discuss modifying the terms and conditions for future senior permits starting April 1, 2022, as outlined in this report.

The city has returned to hybrid public meetings pursuant to AB 361, which allows for a deviation from the teleconference rules required by the Ralph M. Brown Act. Residents now have the option to attend the meeting in person or to participate remotely.

For those attending in person, the council chamber will be at limited capacity to allow for compliance with the social distancing recommendations of the state and county health departments. Masks will be required for all individuals in the council chamber. If maximum capacity is met in the council chamber, additional attendees will be asked to participate in the meeting via the remote options listed below.

To participate remotely, residents can listen to the meeting live on the radio at 1230AM or Livestream the meeting at www.prcity.com/youtube, and call (805) 865-7276 to provide public comment via phone. The phone line will open just prior to the start of the meeting and remain open throughout the meeting to ensure the opportunity to comment on each item heard by the council. Written public comments can be submitted via email to cityclerk@prcity.com prior to noon on the day of the meeting to be posted as an addendum to the agenda. If submitting written comments in advance of the meeting, please note the agenda item by number or name. Open session starts at 6:30 p.m.
