City denies oak tree removal in Olson South Chandler project
– The Paso Robles City Council on Tuesday unanimously denied a developer’s request to remove a large valley oak in the Olson South Chandler Specific Plan area, citing missing grading and engineering plans and directing the applicant to seek a specific-plan amendment before resubmitting.
The applicant sought to remove Oak Tree 28 to excavate about 45,000 cubic yards of dirt from a knoll within the site to balance grading elsewhere, but staff said the proposed work was not shown in the approved plan and lacked detailed documentation.
Councilmember Fred Strong moved to deny the permit, seconded by Mayor John Hammond. The motion passed 5-0, with Strong, Hammond, Bausch, Beal and Gregory voting yes.
In a separate 5-0 vote, the council approved Amendment No. 2 to Operating Memorandum No. 1 of the same project’s development agreement, extending completion deadlines for three traffic-signal and roadway projects now under construction: Thirteenth Street (Dec. 1, 2025), Scott Street (March 1, 2026) and Niblick Road/South River Road (Aug. 1, 2026).
