City takes first step towards using recycled wastewater 

–  Paso Robles City Council recently approved a contract to prepare the final plans and specifications for a wastewater tertiary treatment plant that will allow the city to use recycled water. The council awarded the contract to Black & Veatch for final design and Covello Group for pre-construction and bid phase management for phase one of the city’s recycled water project.recycled wastewater

The tertiary treatment plant will be a new part of the city’s wastewater treatment plant, which will be operational in October. The tertiary treatment would give the plant the capability to produce water that would be useable in places such as golf courses and potentially vineyards, lessening the impact on the water basin.

“The existing plant produces water that is perfectly fine to be released into the river,” explained Public Works Director Dick McKinley, but this tertiary treatment would have two additional steps in purification, he said. The two additional steps would be a membrane filtration system, as well as an ultraviolet disinfection system, which would purify the water further and remove any potentially pathogenic particulates.

McKinley said that the city approved a contract to begin designing the project, with the goal of having it, “shovel ready,” so that they can apply for grants in the near future. Another step of the process will be to determine where the water will go, and who is interested in using it. Once that is found out, the plans for the pipe systems can begin. McKinley estimates that the project, in it’s entirety, will likely take two to three years to complete.

The tertiary treatment of the wastewater plant will be able to filter all of the plant’s water, potentially, depending on demand. This could equal up to four million gallons, according to McKinley.

Black & Veatch’s fee for final design services is $974,980. Covello Group’s fee for pre-construction and bid phase management services is $157,598.
