Construction to upgrade city hall offices begins this fall

Public service counters move Nov. 3 to library conference room

    – The City of Paso Robles will begin upgrading City Hall this fall to enhance public service delivery, improve building security, and support organizational growth. The building opened in 1995 and has had minimal updates since then. The project will renovate the existing second-floor facility at 1000 Spring St. Library services on the first floor will remain fully operational during construction.

Staff relocations will begin in early October. Most staff are expected to be relocated the week of Oct. 27. On-site construction is scheduled to start the week of Nov. 17.

Beginning Monday, Nov. 3, public service counters for the Community Development and Utilities departments — including water billing, building, engineering, and planning services — will be temporarily relocated to the Council Chamber/Library Conference Room on the west side of the first floor at 1000 Spring St. Additional staff from Community Development, Utilities, and the City Manager’s Office will work from alternate city facilities during the renovation. Staff will remain available by phone, email, and in person by appointment. All city services will continue without interruption.

To accommodate construction at City Hall and later remodeling of the Council Chamber/Library Conference Room, City Council, Planning Commission, and Development Review Committee meetings will be held in the Norris Room at Centennial Park, 600 Nickerson Drive. Library Board of Trustees meetings will be temporarily held at a location to be announced.

City Hall staff are expected to return to the upgraded facility in January. After staff return, construction will begin on the Council Chamber/Library Conference Room, with completion expected by late April.

The work advances 2024-26 City Council goals related to workspace improvements by addressing space needs and creating functional workspaces.
