Council approves $123,000 for disabled access ramp on 13th St. 

Council sets allocation of community development grants

Community Development Block Grants come from the federal Department of Housing and Urban Development, or HUD, and they are designed to provide communities with resources to address a wide range of unique community development needs.

Oct. 23, 2015 was the deadline for submittal of applications for grant funds. As of that date, the city received eight applications. The total amount of funding requested for the eight applications comes to $190,550.

The HUD is not expected to publish the amounts of available 2016 funds to be distributed to recipients until Spring 2016. The city was allocated $191,465 in 2015 and, based on information from HUD, projects that it will be entitled $188,960, which is close to the 2015 amount.

The council determined the following allocations:

  • $123,000 for disabled access ramps on 13th Street at both the Pine and Park Street intersections.
  • $8,900 each for CAPSLO Adult Day Care, Lifestyles Recover Center – alcohol and drug counseling, and ECHO homeless shelter.
  • $1,500 for Transitions Mental health – 24-hour crisis hotline.

 

The city receives its allocations of federal grant funds through the County of San Luis Obispo. The county takes the lead role in administration of the program. This includes the preparation, adoption and annual updating of a “Consolidated Plan,” which HUD approves following adoption by the County Board of Supervisors. Under a cooperation agreement with the county, the city retains the right to decide how its allocation of funds will be used.

In late December 2015 or early January 2016, the county will publish a draft “Consolidated Plan,” which will list summaries of the activities that are recommended for consideration by the local city councils and the board of supervisors.
