Council approves action plan for community development block grants

– Highlights from the March 1 regular Paso Robles City Council meeting, as sent by the City of Paso Robles, are as follows:

The city has returned to hybrid public meetings pursuant to AB 361, which allows for a deviation from the teleconference rules required by the Ralph M. Brown Act. Residents now have the option to attend the meeting in person or to participate remotely. The recording is available at www.prcity.com/youtube. Council did the following:

  • Read a proclamation for National Read Across America Day, celebrating the birthday of Dr. Seuss and literacy, fostering a love of reading, and encouraging imagination by making books and early literacy learning opportunities accessible to children and their caregivers all year long.
  • Received a presentation on the evaluation of infield conditions at Barney Schwartz Park by SSA Architects. The evaluation concluded that after the recent maintenance, conditions meet all objective standards for softball infields, however, due to the dry conditions the city should consider an infield mix with more clay, a field conditioner, or an alternate product for infield mix for the fields to maintain their current condition throughout the softball season with regular maintenance.
  • Held a public hearing to receive community input regarding proposed draft district maps, composition of district boundaries, and communities of interest. Three maps were considered, and council prefers adopting the “Green Map.” The next and last of four Public Hearings will be held on April 5.
  • Held a Public Hearing and approved the 2022 Community Development Block Grant Program and its annual action plan. Grant allocation is as follows:

a) Non-Public service projects – Sidewalk and Ramp infill (17th Street) $152,856

b) Public services
People’s Self Help Housing – Supportive Housing $8,518
Community Health Centers– Homeless Services $3,500
El Camino Homeless Organization – Homeless Services $10,929
Community Action Partnership SLO  – Adult Day Care $12,328

c) Administration $16,462

Total = $204,593

  • Received an update from the city manager on current city activities, including information about COVID-19 impacts leading to late meter readings for the third month in a row. Seasonal sewer rates calculations may be affected due to regulations we need to follow, more information to come; the pickleball complex project as approved will experience changes due to flood areas; city staff and youth baseball worked together to rehab all city ballfields to major league levels of maintenance. Spaceport feasibility study is in the works; joint broadband plan for North County is in the works; Budget workshop on 2/26 went well; development projects are still moving forward.

 

The next regular council meeting is on Tuesday, March 15, 2022, at 6:30 p.m., in person and via livestream at www.prcity.com/youtube.
