Council revisits short-term rental ordinance tonight 

–Tuesday night, the Paso Robles City Council revisits the Short Term Rental’s Issue (STRs). Two weeks ago, the council voted 3-0 for a new ordinance to phase out STR’s in R-1 (Residential) Zoning. After John Hamon and Steve Gregory recused themselves, the three remaining council members considered a ceiling of 100 STRs or zero STR’s in R-1 Zoning. Ultimately, Mayor Steve Martin joined council members Maria Elena Garcia and Fred Strong in approving zero STR permits in R-1 Zoning. Those houses with an STR permit will be phased out over the next 24 months.

After the vote, Mayor Steve Martin said, “I held on for three motions, but we are far passed the point of not taking action on this. We are going to be tracking the data and doing annual reviews. There’s always the potential that we may reinstate that 100 permit ceiling, but for right now, that’s the action of the council.”

Tuesday night’s discussion will be the second reading for the new ordinance. It is itemized in the consent agenda, but it may be pulled by a citizen or council member for more discussion before its final approval.

If it’s approved, Paso Robles joins eighteen other California cities which have enacted similar bans on STRs in R-1 Zoning. The other cities include: San Luis Obispo, Santa Barbara, Carmel, Monterey, Pacific Grove, South Lake Tahoe, Sausalito, Calistoga, Cloverdale, Healdsburg, Rohnert Park, Sonoma and Napa. The City of Napa, which has a population of 80,000, allows only 40 non-hosted STR’s, and those are all outside R-1 zoning.
