Highlights from Jan. 3 Paso Robles City Council Meeting
–Highlights from the City Council meeting on Thursday, January 3, 2019 are as follows:
Appointment of Sharon Williams to Library Board of Trustees–approved the appointment of Sharon Williams to the Library Board of Trustees.
Surplus Equipment–declared various city equipment, such as computers, vehicles and other equipment surplus due to age, cost of maintenance, obsolescence, or other relevant factor. The equipment to be as surplus and authorized the sale to recyclers, wholesalers or by public auction; by bid or sale, or donated to local non-profits as identified in attachments A&B to the staff report available here.
21st Street Reservoir Construction Management–authorized the City Manager to enter into an agreement with Cannon Corporation for construction management services for the Main West Tank project, in an amount not to exceed $588,966 (including contingency), and authorize the City Manager and City Attorney to make minor changes to the agreement, as needed, fully consistent with overall Council direction.
Appointive City Clerk– introduced for first reading by title only, an ordinance, adding Chapter 2.34 of the Paso Robles Municipal Code regarding the appointment of the City Clerk. The ordinance empowers the City Manager to make that appointment when the office is vacated by the current elected City Clerk in 2 years.
General Obligation Bond Refinancing–authorized the refinancing of existing 2007 general obligation bonds in order to take advantage of available lower interest rates. The 2007 bonds have an average interest rate of 4.89-percent. Based on the current market conditions, refinancing the bonds will reduce the average interest rate to 2.20-percent, saving property tax-payers $1.9M.
Community Sustainability Program Partnership with Community West Bank–authorized the City Manager and City Treasurer to execute any and all documents to facilitate Community West Bank’s participation in the Community Sustainability Program. Staff will report back to the City Council every six months regarding the utilization and effectiveness of the program.
