Highlights from June 19 Paso Robles City Council meeting
Highlights from the City Council meetings on Tuesday, June 19, 2018 and Wednesday, June 20, 2018:
- Emergency Stabilization of Salinas River Bank at Thunderbird Wellfield– approved appropriation of $750,000 from the Water Fund reserves and authorized the City Manager to execute the documents necessary for the armoring of the Salinas River bank adjacent to the Thunderbird wellfield.
- Amendment to the Animal Services Memorandum of Agreement between the County and the Cities– approved amendment #1 to the Animal Services MOA which: reduces the one-time project costs to be charged to the cities by $1 million, commits to reductions in animal intakes and animal nights at the shelter to target a reduction of costs averaging 5% per year for the first five years of operation, and sharing governance of the shelter with cities.
- Regional Economic Development Guiding Principles– approved the Guiding Principles for use by the City and the Chamber of Commerce in their efforts to attract new and ongoing businesses to Paso Robles.
- Regulating Expanding Polystyrene “Styrofoam” Products– directed staff to monitor the IWMA’s EPS ordinance process, returning to Council if the IWMA chooses to not adopt an ordinance or chooses to adopt an ordinance that would be out of sync with what would be desired in Paso Robles.
- Declaration of Public Nuisances Relating to Weed Abatement and Setting a Public Hearing– declared the properties described in Exhibit A as public nuisances in violation of Paso Robles Municipal Code 16.10 and directed the Fire Marshal to post on the property or provide written notice to the property owners of each property of a public hearing to be scheduled for July 17, 2018.
- Amendment to the Retirement Contract between the California Public Employees’ Retirement System for the Police Officer Association Members and Professional Firefighter Members– approved Urgency Ordinance authorizing an amendment to the contract between the City of El Paso de Robles and the Board of Administration of the California Public Employees’ Retirement System for its “Fire Safety” members “Police Safety” members and tier 2 classic miscellaneous employees and new (tier 3) miscellaneous employees in the POA (dispatchers). These amendments include pay adjustments and will transfer additional retirement costs, currently incurred by the City, to employees.
- November 6, 2018 General Municipal Election Actions– approved notice of the General Municipal Election to be held on Tuesday, November 6, 2018 for the election of certain officers and requesting consolidation of the General Municipal Election with Statewide General Election held on November 6, 2018 and approved instructions pertaining to candidate statements submitted to the voters. The Council approved placing two measures on the ballot asking voters if the City Clerk should be appointive and whether there should be a tax on cannabis businesses operating in the City. The Council voted not to place a question on the ballot related to adjusting the stipend for council members and the Mayor. Finally, the Council directed staff to conduct public outreach on a possible sales tax measure and schedule a second meeting for Council consideration of whether or not to place the sales tax measure on the ballot.
- Proposed Conference Center at the Paso Robles Events Center– approved actions related to partnering with the Board of the 16th Agricultural District and Travel Paso Board to move forward with a public/private partnership to explore the potential for developing a conference center on the Event Center grounds. The City will complete all components of the feasibility analysis, in partnership with the Events Center, Travel Paso, and all other agencies that desire to participate, returning with the results of that analysis as early as practicable.
- FY 2018-19 and 2019-20 Operating and Capital Budget– approved the biennial budget for maintenance, operations and capital appropriations for the FY 2018-19 and FY 2019-20 and adopted $50,784,241 as the City’s appropriation limit for the fiscal year ending June 30, 2019, including a reassignment of $25,000 to the sidewalk repair fund.
- FY 2018-19 Comprehensive Fee Schedule–approved the annual Comprehensive Fee Schedule.
- Adoption of 2018 Downtown Parking Action Plan– approved the 2018 Paso Robles Parking Action Plan and directed the City Manager and Police Chief to work with stakeholders to initiate its implementation of near-term strategies including: continued and extensive public outreach, identifying locations for employee parking, incentives to reduce parking demand, warning notices, increased signage, baseline data collection, safety improvements and exploring options such as special event paid parking and shared parking agreements.
- Impact of State-Mandated Restrictions on Indoor Water Use– authorized Mayor Martin and Councilmember Strong to advocate through the League of California Cities and other organizations for revisions to State requirements which more accurately reflect the nature of residential properties in Paso Robles.
