Local woman’s house floods with stormwater

–A Paso Robles woman awakened early Thursday morning to discover water rushing into her backyard and flooding her house. Jill Copeland says, “Thursday morning, 2 A.M. the flash flood happened and within 20 minutes my patio filled up two inches deep and water started leaking through my sliding glass doors into the house.”

The water seeped into her living room and soaked her carpet. She says the water was an inch deep or more in some parts of her home. Jill Copeland has owned the home at 928 Bolen since 2001. She says she had no storm water problems for the first 15 years, but it has flooded four times in the last three years.

She says the flooding started after the city built a non-functioning water drain behind her house, and a neighbor built a deck without a permit behind her home. The storm water runs off the neighbor’s lot and floods her backyard and house, she says.

Copeland says the city has been very accommodating to the neighbor, allowing him to remove and rebuild his deck, but has not responded to her flooding problems.

On Friday, her carpet was pulled up and fans were drying out the storm water.
