New mixed-use and housing project approved for Spring Street

– The Paso Robles City Council approved the Spring Street Mixed-Use and Affordable Housing project at their Oct. 1 meeting. The building will be located at 1745 Spring Street and across from the Paso Market Walk. Tobin James is the applicant and is represented by George Garcia.
The site was previously a Chevron gas station in 1963, which was demolished in 2003. The three-story building will include 16 hotel rooms, eight one-bedroom apartments, 3,346 square feet of commercial space, and a winetasting room. The roof deck and courtyard will be used by both the hotel and tenants. One apartment unit will be deed-restricted for a very low-income household.
There will be 21 parking spaces, which leaves a deficit of five spaces when calculated using the Uptown/Town Center Specific Plan Parking Calculation. A parking exception of these requirements, along with a height concession, as the building will exceed 36 feet, were granted.
“The developer will be required to make offsite improvements including upgrading utilities in the alley, removing existing driveway ramps on 18th and Spring Streets, and restriping 18th Street for angles parking so there will be a few additional on-street parking spaces created,” said Paso Robles City associate planner Katie Banister.
On January 30, 2023, the project was presented to the Development Review Committee which recommended a change of design to be more compatible with the downtown Paso Robles style. It was presented again to the committee on September 18, 2023. The project was then presented to the Paso Robles City Planning Commission on September 10, 2024.
The next meeting about the Spring Street Mixed-Use and Affordable Housing project will take place at the Nov. 5 Paso Robles City Council meeting for a second reading of a Hotel/Lodging Overlay ordinance to the property.
