Phillips 66 offers to reduce number of rail cars for oil spur 

Company proposing three trains per week rather than five oil train

–In response to the final environmental impact report, presented in Dec. 2015, and a San Luis Obispo County Planning Commission staff report from January for the proposed Phillips 66 Rail Spur Extension Project, the company’s attorney submitted a letter indicating that Phillips would be willing to reduce the quantity of trains to 150 per year.

The “reduced rail delivery alternative” proposes three trains per week rather than five trains per week. They believe this will, “eliminate the potentially significant impacts associated with diesel exhaust from trains and other equipment operating in and around the refinery.”

The company made the suggestion for a reduced number of cars in a letter addressed to the San Luis Obispo County Planning Commission, days before the public hearings on the issue. They also contest a number of other points found in the EIR.
