Planning commission to consider non-storefront retail cannabis code changes
Medicinal delivery allowed since 2016 under current city rules
– The Paso Robles Planning Commission will hold a public hearing on Feb. 10 to consider proposed changes to the city’s Zoning Code that would allow non-storefront retail of medicinal and adult-use cannabis.
Non-storefront retail, sometimes referred to as a cannabis delivery office, allows sales and delivery without a physical storefront and does not include dispensaries or in-person sales. Other types of cannabis businesses are not included in the proposal and may be considered separately in the future.
Non-storefront retail of medicinal cannabis has been allowed in Paso Robles since 2016. Adult-use non-storefront retail has largely been prohibited, though state law now requires cities to allow delivery of adult-use cannabis from outside city limits. In August, the City Council directed staff to bring forward a Zoning Code amendment to allow non-storefront retail of adult-use cannabis, in part to help create fair conditions for local delivery businesses.
The public is invited to attend and provide comments during the Planning Commission meeting, scheduled for Tuesday, Feb. 10, at 6:30 p.m. in the Norris Room at Centennial Park, located at 600 Nickerson Drive in Paso Robles.
During the meeting, the Planning Commission will hear public testimony and consider a recommendation on the proposed Zoning Code amendment. Any recommendation made by the commission is advisory only. Final consideration and approval of any Zoning Code changes would be brought before the Paso Robles City Council for a final vote at a future public meeting.
Residents who are unable to attend in person may livestream the meeting through the city’s YouTube video channel and provide live public comments by telephone at (805) 865-7276. The phone line will open shortly before the meeting begins. Written public comments may be submitted by email to planning@prcity.com or mailed to the Community Development Department at 1000 Spring St., Paso Robles, CA 93446. Comments received by noon on the day of the meeting will be included as an addendum to the agenda.
