    – The Templeton Community Services District adopted its 2025-2028 strategic plan on May 20.

The district’s board of directors and staff leadership team held multiple planning sessions from February through April to identify goals for each service area, make minor revisions to the district’s mission statement and fine-tune its core values.

The plan outlines five primary goals. In administration and finance, the district aims to support efficient and effective service delivery with fiscally sustainable policies and plan for growth.

In fire and emergency services, the district seeks to provide adequate emergency response capabilities, apparatus, and equipment for the community and improve living and working accommodations at fire facilities.

For parks and recreation, the district will evaluate current and new programs to meet community needs and maximize services through partnerships. It will also define and uphold standards for public buildings, parks and facilities to ensure accessibility, safety and aesthetics.

In wastewater, the district plans to efficiently and effectively operate and manage its wastewater collection system, treatment facility and percolation field infrastructure while complying with changing regulations and promoting environmental stewardship.

In water, the district will provide safe and reliable drinking water through proactive operation and maintenance of facilities, enhance water resource resiliency, practice effective management and consistently meet regulatory requirements.

The full plan, including the mission statement, core values, objectives and supporting actions, is available here. The district will review the plan biannually, with the first review set for September 2025, to track progress toward its goals.
