Council approves expansion of San Antonio Winery 

At Tuesday’s Paso Robles City Council meeting, the council unanimously approved a new residential and commercial project proposed by the owners of San Antonio Winery on the corner of Highway 46 east and Buena Vista Road.

The new project will include four new small, boutique retail spaces with apartments above, a restaurant/cafe and one larger residential unit. The project will replace a small existing vineyard and some ornamental turf. Because of architectural designs that utilize storm-water for irrigation, and re-deposit wastewater to replenish the underlying water table, the project will actually show a reduction in water use.

The applicant also volunteered a $20,000-bond to be given to the city to help contribute to costs for installing a new cross walk, as the area is becoming more developed. This offer came after a suggestion from the city that the applicant pay for the cross walk, since they would be creating things that would encourage hotel guests to cross the street for, but because other, much bigger projects such as the Ayres Hotel project, were not required to contribute, the council and the applicant agreed that it would be unfair to have this smaller project carry the entire cost.

As a result, the applicants offered the bond, which was accepted with words of thanks by the council.

The council also approved a spending plan for gas tax proceeds.The city has a balance of $158,000 in gas tax funds from 2014. To date, the city has received $516,000 and an additional $355,000 is expected at the end of fiscal year 2015 for a total balance of $1,029,000 in gas tax receipts.

Additionally, the city expects to receive $400,000 from Regional Transit Authority (RTA), which can be used for street maintenance. Therefore, a total of $1,429,000 is available for the city to use for additional street maintenance. The council decided to use the revenue for road repairs.

The road repairs that the gas tax will be used for are:

-Airport Road – from Buena Vista to Tower Road
-Hot spot repairs- based on a 2013 study of road conditions
-Slurry Seal- applying slurry seal to road surfaces to extend the life of a street
