Paso Robles City Council meeting highlights from Feb. 20 meeting
–Highlights from the Paso Robles City Council meeting on Thursday, Feb. 20, as sent by the City of Paso Robles, are as follows.
The council took the following actions:
Received a Capital Projects Update: The Barney Schwartz Park Upper Playground improvements are underway and will be completed within 100 calendar days. The Emergency Warming Center is in the design phase and will be reviewed by the Planning Commission on Tuesday, Feb. 25 at 6:30 p.m. There will be a Public Information Forum on Homeless Services at City Hall from 6-7:30 p.m. the following night, Wednesday, Feb. 26.
Received a Quarterly Budget Report and Approved Budget Adjustments: The budget report covered the first two quarters of Fiscal Year (FY) 2019-20, the period from July to Dec. 2019. Fiscal year-to-date, the General Fund is projected to meet or slightly exceed revenue projections, and to achieve greater spending savings than what was budgeted. Over half of the projected expenditure savings to date has come from salary savings caused by vacancies. The Water and Wastewater Funds are also in better financial positions than anticipated at the time of budget adoption. One budget adjustment was made to reposition funding for the street resurfacing portion of the Dry Creek Road capital project from the FY 2019-20 budget to the FY 2020-21 budget, as the road reconstruction and resurfacing won’t actually start until after July 1 this year.
Approved the Olsen-South Chandler Ranch Specific Plan and Development Project: Council approved the proposed Olsen-South Chandler Ranch Specific Plan and proposed developments in the plan area. The Specific Plan will allow the development of up to 1,293 residential units (single-family and multi-family), up to 9,800 square feet of commercial/non-residential use, as well as 29,335 square feet of community amenities including a community building and a private recreational center. Council’s actions included certifying the Environmental Impact Report and approving a General Plan Amendment, a Zoning Code Amendment, a Specific Plan, a Development Plan, street abandonments, an oak tree removal permit, and three Development Agreements with the three groups of property owners. Approximately 30 percent of the Specific Plan area will be preserved for public open space and recreational uses. The project is building several parks within the project area and will undertake major updates and improvements to nearby Royal Oaks Meadow Park. In addition, the project will give preference to North County builders, laborers, and buyers. The project is contemplated to move forward gradually in phases. Improvements to intersections and other infrastructure will be required before the housing units are occupied, in order to address traffic increases and other impacts of the project. Tentative maps were approved for approximately 1,147 of the total units allowed in the Specific Plan area.
